The main tasks of the department are as follows:

  • organization of works on delivering the Doctor of Philosophy (PhD) and Doctor of Science (DSc) degrees in order to ensure the Decree of the President of the Republic of Uzbekistan “On Further Improvement of the Post-Graduate Education System”, № 4958 from February 16, 2017. And also, the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On Measures for the Further Improvement of the Post-Graduate Education System” No. 304 from May 22, 2017;
  • conducting business in cooperation with the department for Coordination of Research Activities of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan;
  • ensuring the establishment of mutually beneficial cooperation and information exchange with the Agency of Science and Technology of the Republic of Uzbekistan, as well as departments of other higher educational institutions;
  • stimulation of research processes of departments, the expansion of scale of developments and strengthening of economic efficiency by improving the quality of regulatory, methodological and information-resource provision;
  • control over the development and implementation of the plan for research work of the university;
  • Coordination of the work carried out within the framework of innovation-corporate cooperation between departments and ministries, committees, organizations and manufacturing enterprises in accordance with the Decree of the President of the Republic of Uzbekistan “On measures to further expand the participation of industries and spheres of the economy in improving the quality of training of specialists with higher education” №. 3151 from July 27, 2017;
  • maintenance of systematic participation of the faculty of the departments in scientific projects conducted within the framework of state scientific and technical programs;
  • ensuring the registration of scientific researches and developments of each researcher;
  • organization of information monitoring, describing the condition and potential of scientific works;
  • ensuring the determination by the rating method the effectiveness of the scientific activities of each department and scientific work;
  • regular organization of exhibitions of scientific developments of the university, faculties and departments;
  • ensuring the preparation and implementation of the plan for the conduct of scientific seminars, conferences and symposiums;
  • creation of necessary economic, social and technical conditions for full and effective use of scientific and educational resources of scientific personnel;
  • development of the base of scientific publications and sustainable system for providing scientific papers with necessary literature and statistical data;
  • development and implementation a system of material and spiritual encouragement of the best scientific works, also establishment of special awards;
  • organization of selling of scientific research works and services on contractual basis;
  • coordination of preparation among students of laureates for the State Scholarship of the President of the Republic of Uzbekistan, Navoi, Beruni, Ulugbek, Zulfiya, Islam Karimov and other scholarships;
  • approval of the work plan and organization of activities of scientific activities of departments and faculties, as well as direct coordination and monitoring of their activities;
  • Attraction of talented students to research works carried out within the framework of business contracts as well as monitoring of their activities;
  • control and maintenance of monitoring the implementation of research projects specified in the individual plans of the professors of the University;
  • Attraction of teaching staff, PhD and DCs students, as well as free researchers into fundamental, practical, innovative and scientific projects of young scientists, at the same time, in the research works carried out within the framework of business contracts and monitoring of their activities;
  • organization of documents acceptance and holding examinations in PhD, DSc and free researchers
  • control of confirmation and implementation of the individual work plan of the PhD, DSc and free researchers;
  • the implementation of international cooperation, making contracts, the establishment, development and strengthening of scientific and practical relations with foreign universities, research, consulting, training centers and institutions;
  • coordination of research activities in accordance with the Program for the Implementation of Advanced Scientific Research, approved by the University Council;
  • ensuring the implementation and preparation of data for the act on the introduction of scientific novelty, developed in the dissertations of researchers;
  • providing the department with highly qualified personnel, taking measures to increase the knowledge, experience and responsibilities of employees for the performance of work;
  • organization of activities and coordination of mutual cooperation between structural units and the university;
  • execution of additional duties related to the training of scientific and scientific-pedagogical staff of the University;
  • the creation of programs of fundamental, applied, innovative and youth research activities with the participation of faculties and departments, as well as the implementation of current plans;
  • increase the effectiveness of scientific research on the basis of the internal capabilities of departments and faculties, as well as the conducting statistics of research results;
  • consulting and assistance in drawing up and execution of business contracts to holding scientific research works and seminars at the departments.

 

Functions head of the department include:

  • organization and coordination of work of the department, work of employees, as well as scientific researchers, definition of current and promising themes of scientific research works within the framework of important programs;
  • coordination of activity of the department’s staff, provision of healthy environment and labor discipline in the department;
  • direct participation in the preparation of projects according to the university Council and rector’s orders concerning the preparation of scientific and scientific-pedagogical staff of the university;
  • management of the preparation of reports on the results of the department’s activity;
  • considering the work plan of the department with approval by the Vice-rector on Science;
  • constant awareness of normative and legal acts related to the organization and development of scientific and scientific-pedagogical personnel training and timely delivery to staff;
  • participation in scientific meetings of universities, meetings with business entities, roundtables and other events;
  • attraction of graduate students and researches of the university to the preparation of scientific and pedagogical cadres according to the requirements of postgraduate education for the continuous education system;
  • coordinating the work on obtaining the academic degree of Doctor of Philosohy, PhD, Doctor of Science (DSc) on the basis of State requirements for Continuous Education;
  • Establishment of temporary scientific and creative groups on studying various fields of economy and control over their work;
  • Signing of contracts with state and non-state and economic organizations on the recommendation of the Vice-rector for Scientific Research;
  • Implementation of activities aimed at ensuring the effective participation of the academic staff of the university in project contests within the framework of the state scientific-technical programs announced by the Agency for Science and Technology under the Cabinet of Ministers of the Republic of Uzbekistan and the achievement of fundamental, applied and innovative research projects;
  • control over timely and quality implementation of innovation-enterprise integration plans between science, education and production;
  • Monitoring activity of the faculty members, researchers, practitioners, students, members of the innovative group, formed by the chairs;
  • co-ordination of cooperation agreements with research institutes and business entities;
  • participating in solving other issues related to the university’s academic and scientific-pedagogical training;
  • coordinating researcher’s proposals to conclude contracts with the ministries, departments and other relevant organizations to provide the necessary operational information to the Department;
  • Coordination of ensuring the participation of employees of the department in national and international scientific and practical conferences;
  • establishment developing and strengthening scientific and practical contacts with foreign research, advisory and training centers, as well as signing contracts with them.

Tasks of the scientific research assistant are as follows:

  • Temporary fulfillment of his duties at the time of absence of the head of the department;
  • direct assistance in the university’s academic and scientific-pedagogical training;
  • organization of pre-grouping, systematization and scientific analysis of information received in the department;
  • personally participate in research activities;
  • Reception of research plans for university chairs, their examination, creation of databank;
  • organization of monitoring;
  • to carry out organizational work on creation of plans for conducting scientifically-practical seminars, conferences, symposia, control over its execution, publication of their materials;
  • timely implementation of all the tasks required for establishing contacts among higher education institutions;
  • preparation of proposals for the coordination of work on ensuring the effective research process at the university;
  • identification of measures for improvement of professional skill and retraining of professors and teachers;
  • carrying out scientific cooperation with scientific research institutes and other business entities and to monitor implementation of cooperation agreements;
  • personally participate in the preparation of monographs, reports and analytical letters, practical recommendations in the scientifically-creative group, based on the results of the research;
  • coordinating the university’s e-journal “Economics and Innovative Technologies”;
  • carrying out duties according to the Charter of the University and the regulations of the Internal Labor Code;
  • Providing timely submission of documents in the department in accordance with the division of tasks, control over the document flow, preparation of document collections and storage in archives, performance of other tasks assigned to it.
