The main tasks of the department

In order to ensure the maximum quality and efficiency of the teaching staff of the university and other employees, implement the policy of effective staff of the university administration, provide qualified personnel in accordance with specialization and experience, plan staff needs, formalize  actions of personnel, and conduct personal affairs, structure of professors-teachers and other employees of the university, control the discipline of employees, the body to include relevant cases of the Human Resources Department in the structural departments of the university, to give advice to the employees of the university in accordance with the order of the Human Resources Department on the established issues.

 Official duties:

  • provide full-time staff of the university departments together with the heads of departments
  • give advice and analyze questions about employee turnover
  • participate in the preparation of documents related to personnel matters, together with other department heads
  • ensure the safety of personal files of bachelors and masters students, staff, professors, teachers working at the university
  • monitor preparation of information and clarify the date of professors and teachers attestation
  • organize the preparation of certificates and certificates for university staff
  • preparation of reports on personnel matters to the Ministry of Higher Education and other requesting organizations

· supervise the activities of inspectors of the department of labor book management• supervise the admission of employees to work and dismissal from work, preparation of draft orders for changes in positions• monitor the storage and maintenance of diploma forms received by the Ministry of Higher Education• control the orders registration prepared by the deans of faculties•  monitor academic forms received from the Ministry of Higher Education• monitor the dismissal of employees who violated the labor code in concert with the Trade Union Committee• to observe the level of work performed by the inspectors working in the personnel department•  control the effect of student cards open to each student and personal affairs available in the student department• monitor timely delivery of all reports prepared by the human resources department• control the personal documents delivery of students to the archive who have completed their studies and dismissed employees• to supervise the admission of personal documents to the second specialty of higher education,the 1-year bachelor students  and  master’s program each year through the admission committee.

Official duties:

keep  T-2 form and a personal list of employees and professors-teachers working at the university• Require documents when hiring and dismissing employees and professors-teachers and explaining tasks

  • monthly prepare a list of professors-teachers who have completed the term of the competition and submit them to the training department
  • annually update and record personal documents of professors-teachers and university staff
  • to take appropriate protocols from professors-teachers who passed or failed to pass the competition and instruct the engineer to draft an order for training
  •  to prepare and approve the table of labor holidays for employees and professors-teachers issued annually in December
  •  prepare a report at the required time in the form of T-1
  • conduct labor books for employees and professors-teachers
  • file archives of personal files of employees and professors-teachers who are dismissed from work
  • prepare an extract from the order

Official duties:

  •  prepare a list of employees and professors-teachers who have reached the retirement age in the current year, annually in January.
  • at the beginning of the year annually to provide the Trade Union Committee, authorized bodies with a list of employees and professors-teachers who reached the age of 50-60-70 years
  • identify employees who have reached retirement age and notify
  • pass documents to the pension fund at the place of residence and prepare documents for retirement on the basis of applications received from employees
  • prepare documents for the retirement of disabled persons and persons without maintenance
  • prepare documents for different awards

  • open and register study cards of admitted students in September-October
  • make changes and fix updates to student’s study cards within a year.
  • to give permission to students who entered the university to obtain credit books in accordance with the faculties in the warehouse
  • register each personal document and enter information about admitted students into the computer
  • prepare personal files of students for archiving
  • prepare personal archival documents for expelled students
  • make changes to the student cards of students who have moved from the course to the course
  • open study cards for students who have transferred on the basis of restitution and transfer from other universities
  • to accept educational and credit cards on the basis of the act and prepared orders from the faculties on students who graduated from the academic year
  • to give a certificate to students about the completion of studies before receiving a diploma
  • prepare documents for students transferred to other universities and expelled for various reasons
  • prepare different student reports
  • to pass annually on the basis of the list and prepare personal documents of the students who have been expelled and finished their studies for handing over to the archive
  • return the diploma and certificate on the basis of a receipt and give a clearance-chit to students who graduated from the university
  • to check the educational cards on the faculties once a year
  • separate and open a personal leaflet by specialty, accept documents from students entering the master’s program each year
  • give out a copy of the orders to the departments that passed registration with the signature
  • to hand over annually to the university archives personal documents of students who have completed their studies

Official duties:

  • prepare orders for obtaining academic certificates and evaluation papers, diploma forms for the new school year at the Development Center under the Ministry of Higher and Secondary Special Education
  • to bring from the center academic certificates and evaluation sheets, empty diploma forms
  • to pass diplomas on the basis of a power of attorney or a personal passport of the owners and to register diplomas filled out on the basis of orders issued by the deans of the faculty
  • invite SAC chairmen to sign diplomas together with the heads of departments
  • to pass on the basis of the register a university report on received empty diploma forms to the Accounting Department;
  • provide a report on academic certificates and diploma applications, received and distributed diploma forms to the Accounting Department and the Ministry during the year
  • to destroy, on the basis of the act, graduation forms filled with errors for various reasons
  • prepare a request to the Ministry on the basis of statements by former students to obtain a duplicate of the diploma form of a specialist
  • prepare an order of the rector of the university on the basis of documents on the loss of a diploma
  • prepare confirmatory answers to incoming letters from different organizations on the validity of studies at the university
